"Resolved, By the senate (the house of represen tatives concurring) that the presnt deplorable war In the ïsland of Cuba has rpifhed a magnitude that concerns al! civilizad nationa to the extent that it should be cenducted, if unbappily it is longer to continuo, on those principies and laws of warfare that are aeknowledged to be obligatory upon civilized nations whan engaged in open hostllittes, ijicluding the treatraent of captIves who are enlisted in either army, due respect to cartela for exchange of prisoners and for other military purposes; truces and flags of truco; the provisión of proper hospitals and hospital supplies and services to the sick and wounded of either army be it further If the President Concurs. Camerou presented a minority report on tfta Cuban resol ution from the committeo on foreign relations. Cameron's resolution was a brief request on the president to interpose his friendly offices for the recognition of the independence of Cuba. The committee strikes out that part of the resolution as introduced instructing the secretary of state to demand tho immediate release of the prisoners namod. The resolutions went to the Calendar. The resolution as to Eugene "V. Debs was referred to the judiciary Oommittee on the assurance of Hoar, chairman of the committee, that early action would be taken.
