Aa reponed it is as follows: "Resolved, By the sen ate (tho house of representativas conourring) that ín tho opinión of congress a oondition o[ public war exists between the government of Spain nnd the government proolaimed and for some time maintained by forcs of arms by the people of Cuba; oud that the Unitud States of America should mtiintain a strict neutrality between the contcnding powers and accord to eaeh all the riglits of belligerants in the ports untl territory of the United States."
