The substituto id in theshapeofa concurrent rosolution. Aa reponed it is as follows: "Resolved, By the sen ate (tho house of representativas conourring) that ín tho opinión of congress a oondition o[ public war exists between the government of Spain nnd the government proolaimed and for some time maintained by forcs of arms by the people of Cuba; oud that the Unitud States of America should mtiintain a strict neutrality between the contcnding powers and accord to eaeh all the riglits of belligerants in the ports untl territory of the United States." Tho committee also voted to jnake an effort to take u p the Cuban question in the senate as soon as the urgent defioicney bilí and tho resol ut lo tl for the distribution of the appropriation bilis eau be disposed of.
