Des .Moin'ES. la., Feb. 27 - Ex-Govemor Bines sent a loiisr letter to the Dos Moinos Leader WednosJay announcing his withrirawal from the race for the Democratio presuíential nomination. The letter is dated Waterloo, Ia., aud is addressed to thc editora of The Leader. He says É'ïhe kiadly mención of uiy name in a recent issuo of The Leader and other newspapers of the state as a possible candidate of ray party for the office of president of the United States, seoms to require some statement on iny part to avoid the conclusión whioh silence would fairly injly that I desired it to bo understood by iny friends in Iowa, at least, that I am a candidato for that distinguished honor. Permit me through tlie columns of your paper to say to all who entertain a desire to see me thus honored that I oannot consent to be so considerad. I want the delegation from Iowa to the noxt national Democratie conyention to gothere not only uninstructed.but wholly uninüuencod by any considerations of a local character." Criáis in the Party. "I am thoroughly iinuresscd with the belief that vvo have reached a crisis in the history of our party that is to dotermine its future for many years, if not for all tima to come, and I could not possibly consent to ba silent or inactive upon an issue that in my own judgment so vitally involves the welfare of this nation. I am quite willing to confess that I have been one of the numöer who read recent declarations of Democratie platforms in my own state, and both Democrtic and Republicau platforms by national oonventions adopted by both of theso parties, as solemn promises by each to restore silver to the position assigned it in the fundamental law of this govermnent as money of redemption, and I conscientiously believe that to neglect to do this, both in theory and practice alike, is an open, flagrant, and continuous violation of the highest law of this land. I want it understood by every friend I have in Iowa that to the utmost extenC of the ability I possoss I will do all I can to restore the flnancial system adopted by our fathers and guaranteed to their descendant in the most solêmn form that human rights of auy kind can be securcd to a free people. The Dos Moines Leader sajs: The DemocKats regret he has reí" used to be a eandidate, for thcy boliove him to be the man on whom the Democrats could unite. They accept his letter, however,' as boing final, and they will refer at some length to his discussion of the silvor question.
