Sir William Fraser states, in a volume of reminiscences which has jnet been published, that Napoleon III, white in exile at Chiselhurst, matnred a plan to restore himself to the throne. A private yacht, of which the late Mr. James Asbnry was owner, had been aotnally chartered for the purpose of landing the former emperor on the French coast, whence he was to repair in disguise to Chalons, where an army corps was en;aged in maueuvers, there throw off his ncognito aud lead thetroops into Paris.
