Washington, March 5. - The venerable Senator Palmer of Illinois made a mighty wise reniark Tuesday when he said: "The congraii of the United States fl.nds it an easy matter to altend to the affair of other nations, but ha shown itselí ucterly incompetent to deal with our domestio affair.
