Washington, March 26.- Both the floor of the senate and tho gallerios were well nish deserted when the session opene;l Wednesday aa there was promise tbat ihe exoitlng Cuban debate would give way to tho routine of appropriation bilí i. Following this Sherman presented a favorable report on the resolution autliorizing President Benjamin Harr son to accept deoorations conferred on hlm by Brazil and Spain while he was president. Sherman asked imniediate action. "hit that resolution go over," Ínterposed Allen. One objection was sulïicient to prevent lmmediate aotion so the resolation went over. Amenriment to Congtitntlon. Gallinger proposed an aniendinent to ♦he constitution to be known as article 16, providing that neither congress nor any state shall pass any law respecting an establishment of religión, or prohibitIng the free exercise thoreof, or use the credit of tho United States, or any state, or any money raised by taxation for the purpuse of founding, maintaining or aiding any church, religious denomination, or religioas society, or any institution, Bociety, or undertaking which is wholly or In part under sectarian control. ïhe bill was passed authorizing the Kansas City, "Watkins and Gulf Rail way company to bnild a bridge across the Black river, Louisiana. Arijoarnment Resolntion, At this point Platt aróse and said he thought it about time to consider the question of adjournment, and without iurcher comment he offered the following written resoiution: "Resolved, By the senate and the house ei representativas that the president of the mate and the speaker of the house of representativos be authorized to close the present session by adjourning their re#pective houses on the 2d day of May at 2 o'clock p. m." Without any f urther comment the resolution was referred to the comraittee on uppropriations, and tho senate turned to the consideration of the legislativo appropriatiou bill.
