Washington, April 16.- A rumor is nfloat that the president will voto the river and harbor bill. He let the last bill become a law without his signatura, and openly expressed his disapproval of many of I its provisions. Work on rivers and harbors has been kept in check dnring the last year with the resul-t that there reniains a large unexpended balance from previous appropriations, enough, war department officials of the engineering bureau have told the president, to carry on absolutely necessary work without serioas einbarrassment for another year, Thoae intorested in river and harbor work hope the report as to the president'a intentions is not true, but they fear It may be. The bill will be reported to the senate next week.
