Washington, April 16.- Commissioner General Stump of the immigtation bureau said Wednesday that notwithstanding the oongested condibion of affairs at Ellis island, the law prohibiting the landing of undesirable immigrants would be enforced to the letter, and that, if found neoessary to relieve the overcrowed acoommodations at the island, the debarred immigrants would be immediately sent abroad the vessel which brought them ovei
