Washington, April 30. - Senator Whito of California, of the oommittee on commerce, Wednesday presented the views of the minority of the comniittoe in opposition to the aniondment to the river and harbor bill appropriating ?3,09S,000 for a breakwater at Santa Monioa, in southern California. He says: "This item was not placed in the bill at the suggestion of eisher the senators frorn California nor at the instigation of the representativos froni the Sixth congressional district of that state, wherein the site is located. On the contrary, both of the senators ?nd the repreaentative objected to the couáCruction of the breakwater at the point naraad in the bill, and the overwhelming ssuciment of the community prefers anothar louation - namely, San Pedro."
