Morgan's Cuban Resolution
Washington, May 14.- The gi-eater part of the time of the nioeting of the sonate committee on foreign relations Wednesdaywas devoted to the consideration of Senator Morgan's joint resolution recognizing the belligerency of the Cubans, but action was postponed untll the next meeting. Mr. Morgan explained at some length his reasons for offering the resolution in a form which would, if it should bc adopted by congress, require the action of the president, saying he feit the time hadarrived when the American government, as a whole should declare its position. Ho laid stress upon the condition of American citizens in Cuba and urged that action should be taken on this if on no other account. Nothing developed to indÃcate what position the committee may take on the resolution.
