WashinöTON, May 21.- There was a spirited sccne in the room of the senate oominittee on conimerce Tuesday afternoon when Senator White of California appeared beforc the conference oommittee eniiiigoil ou theriverand harbor bill. Ha was invitod to give his opinión of the chunge proposed to be made, naming in the bill the commissioners to decide crhether the proposed southern California harbor shall b3 loc.itcd at Santa Monicr or San Pedro. Mr. White took the positíon that te make this change would boa violation ol the agreeinent made in the Bínate estímate; that if the change shouW be made Ihe conference report; would nxouse lar greater opposition in the senate than tho original report had crea tod. Mr, Hooker of the house conforoes hcre intimated that lie was opposed to all the proposed Improvements in the vicinity of Los Angeles, and that it would he best to strike out all the appropriations for both the outer and the inner harbors. ïo this White responded that such a course would be taken if at all only to annoy him, and to force him to acquiesce in the proposed change in the coimnissiou which he sald he would not do because the change would place the entire matter in the hands of the friends of Santa„Monica. Growing soinewliut exeited ander the influence of the situation, he deelared that if the course he proposed was persisted in the people would reaeh the conclusión that congress was under the control of ulterior infiuences. Hooker replied that he had no apprehension on that score.
