Must Pay Institute Fees
The law requiring applicants for teaohers' certificates to pay an institute fee of $1 if the applicaut be a man, or of 50 cents if the would-be teacher is a female, which was recently declared unconstitutional by Jndge Rnssell, of the 4th circuit, has been upheld by the snpreme conrt, aud the institute system thus sustained. The case oanie to the supreme court upou the application of Deputy Hammond, of the state public insirnction office, for a maudamus to compel the school board of Muskegon to collect the iustitute fees from the teachers ia its employ. The matter is : briefly distaissed by the court with the { holding that it is the duty of the board Í io ccllect and the teachers to pay the fee.
