Convict Labor Case
IiAKSIKG, Mich., July Sí).- A case was arguod in the circuit court here Monday which is brought for the purposa of testing the authority of boards of control of pemil institutions to contract with outBlde partios for the labor of convicts. It is clairaed that the act of 1891 consolidating the prison boards repealed the section of law giving this authority, and vvhen in 1893 the old law was praotioally re-enacted this section was omitted. f his suit was brought by the National Metal Polishers' union against Warden Chamberlain of the Jackson prison, restrainiug a contract with the Derby Cycle company of Chicago.
