Londoh, Aug. 18.- A dispatch froni Berlín says that it is stated that Admiral ïirpitz, at the reque-ts of Emperor William, has drawn up a bilí which will be submitted to the reichstag demanding from 100,000,000 to 150.000,000 niarks for naval purposes.
