Couuty Soboo) Coinmissioner Wectemeyer has received the following circular from H. E. Pattengill, superintendent of public iDstruction, which we reproduce for the guidance of our school teacher readers: "The supreme court of the state has recently passed upon the validity of the Jaw requiring all teachers of Michigan to pay an instituto fee and has pronounced it valid. I inteud in the future to give carefnl attention to the enforcement of this law and desire to have you, at your earliest oppoitunity, send to this office a list of all teachers who refuse or neglect to pay the fee. Cities wbose boards of education refuse to collect the reqnired fee should aiso be reported promptly. Please give all the inforroation you oan concerniug the attitude of teachers and school offloers on this law. Fees should be required of all teachers - none are exempt - and deinanded by oomiuissioner and school offioers at the time the teacher applies for a certifícate or signs a contract to ten oh. "
