Ridiculed By Secretary Herbert

London, Sept. 8.- Hillary A. Herbert, secretary of the navy of the United States, in an interview with the London Daily News, ridicules the idea that there is any real dissension between the north and the south or the east and the west, and says the Bryan movement has reached its height and is now deciining.
