Washington Irviug has ofteu been acM'i'd of saying that Jittle dogs and Cüildren wcre iufluenrial rueinbers of Frenen society. It is quite true that in the United States I never noticed that close and sentimental intiruacy between human boinas and quadrupeds so frequently sten in Jaranee. American ufo is so active, so desperately crowded, either usefully or sccially, that perhaps ifc does not permit the loss of time inevitably brought about by friendly interoourse with a dog. As for children, I believe that their importanco is equally great in all conntries, but it asserts itself in a more uoisy mauner in America thau anywhere else. Everything is saorifleed to them, for they represent the futuro, which is all that counts in a country whose past is very short and whose present is a period of high pressure development. Yet no oue mus: suppose that, before presenting an apology for French children, I intend to malign American children, as certain travel ers have taken the liberty of doing very tbonghtlessly, although they had ïnet them only on steamships, cars or at hotels, enjoying a holiday with that buoyaney whicta is the characteristio mark of the whole race. I have known some wbo were very well brought up, even frorn our point of view, and amoug those who were not 1 have admired precocious sense, vivaoity of mind, quiet determination and capacity for self government - qualities which I should wieh for all ours. ■
