Under the uew arrangement it will be necessary for ministers to make certified application to F. Cg Donald, ccmmissioner of the Central Passenger committee in Chicago. The peritrta issned will be good on all roads in the central territory, tbns doiug away with the necessity of obtainiug a permit on each sepaiate line. This system bas been in practice for the past year in the territory of the Western Association and the results have been very satisfactory to all concerued. Under the old system most. of the linea gave a half fare rate to ministers, while some of them gave a rate of two cents a mile only The same rates as before will be oharged nnder the new system.
