New York, Dec. 1.- Elverton R. Chapman, whose convictjon of thirty days in jail and $100 fine for failure to testify before the senate sugrar trust investigation eoffimittee in 1891 was Monday affirmed by the United States supreme court, said that he would proceed to Washington at once and surrender himself to the court. His counsel will at once apply for a writ of habeas corpus in order to test the constitutionality of the law.
