LaCrosse, Wis., Dec. 22.- A letter has been received from Mrs. Charles Seymour, wife of the consul at Cantón, China, who was formerly editor of the LaCrosse Republican and Leader, saying that Mr. Seymour has suftered complete paralysis of the right side and partial loss of memory. He had just completed arrangements to sail for America when the attack prostrated him.
