Washington, Dec. 22.- The issue which ■was kno-.vn in the last presidential campaign as "government by injunction" was the subject of debate by the tiouse committee on judieiary Tuesday. Th? committee has before it a substitute for the bill which passed the senate last June dividing contempts of oourt into direct and indirect classea and permitting trials by jury in the latter cases. This substitute Is not so sweeping in character as the senate bill and the Bentiment of the committee seemed to restrict still further the scope. There was a general expression, however, to the effect that he United States courts showed a tendency to strain their jurisd'ction on the ground of contempt to the point of infringement on the right of trial by jury and a bill probably wil! be reported.
