Shutting them up for tbe winter in warm jails is exaotly wbat most of tbem desire, and is a revfard ratber tban a puoisbrnent for their offense; wbile any proposition to set them at work, and thus not only reconp tbe expenses of maintaining tbein, but make tbem useful members of society is sternly opposed by tbe labor orgauizations. The depression of labor is making tramps of men who, at the start, would work if tbey could, but who soou grow fond of living without work, and thus the problem beoomes more pressing every day, while no practicaale schemes for solving it are being ferud.-
