London, March 16. - In the house of ords Tuesday the Marquls of Salisbury, eplying to the Kaii of Kimberly, the Liberal leader, said that instructions iad been given to the admiráis in command of the foreign fleets in Cretan waters to commence the blockade of the island of Crete without any further deay. The premier added that an admirable statement of policy of the povvers had been made in the Frenen ehamber of deputies by M. Hanotaux andM. Meline (the minister for foreign affairs and premier respectively), In which he hpartilv concurred.
