The republicau papers of the city in trying to defend their abortiva attempt to draw strict party linee in the eouuoil to defeat the roayor's appointments, instanoe the seleetion of M. J. Oavanaugh by the board of school inspectora as an example of deuaooratic partisaDship. As all the repnblican papers adinit Mr. Cavanaugh's eminent qualifloatiuns for the position, the esaruple of partisan dapravity is not such a horrible one. But there is a tale oounected with Mr. Cavanaugh's appointment whicb may indicate jnst who was introducing partisanship into the cousideratiou of the appointment. Each of the twenty' townships of the oountyis represented on the board whose business it was to elect Mr. Wederueyei's snccessor by the chairman of its township board of school inspectora. Ten of these chairman are repnblicans and ten democrats. One of the repnblican is however, a well knowu silver republioan. The repnblioans sent ont letters to their inembers urgiug tberu to all be present in order to make sure of Mr. ister's eleotion and they all carne. The detuocrats made no effort to get out their men and ouedid not appear. Bat the repnblicus had evident'.y calculated that they had eleven men for they wrote to one of the democratie merubers of the board urging the importance to the party of electing Mr. Lister, and he brought bis letter along and sbowed it to the rest of the demócrata. They at once decided that as Mr. Cavanaugh had bad experience iu the work and had made the most satisfaotory school commissiouer the oounty had ever had, he would be liable to do better work during the rest of the school yeai than a uew man ike Mr. Lister, while Mr. Lister could ;ake the summer od postug np on the work. So they counted uoses and onnd tbat the silver republican had a graat atjmiratiou for Mr.Cavauaugh's ohool work aud going over to bis ofioe offered him the position, to whioh ie was elected, ia spite of the absence of odo of the demouratic members of he board. It will be seen bj tiiis that he republicana flrst iutrodneed the jolitics aud baving been beaten at heir own game sbould not sqtieal. The Register says precedentf was vioated in the failure to appoint Mr. Liser. There is absolutely no precedent n the case, as tuis is the flrst time the board of school inspectors of the oouuty have been called upon to act on the resigoation of oue school commissiouer after bis snccessor is elected.
