To the Honorable Common Council of the City of Ann Arbor: Gentlemen:- I desire to announce the following appointments, and respectfully ask the confirmation of the same: For City Treasurer, Edward L. ORDINANCE, Chairman Cady presented the ordinanee entitled "An ordinance authorizing the construction, maintainance and operation of an Electric Telephone Exchange vvithin the City of Ann Arbor" vvhieh was given its third reading by sections and placed upon its fanal passage. Aid. Brown moved to amend Section 6 by the substitution of the following. Section ti. The said New State Telephone Company and its successors and assiens, shall at all times furnish to the City of Ann Arbor, free, and without cost to said City, ten telephones and ten other telephones at half the regular cost of same to said City for official use and fire protection, (Cominued on page 6.) Brown moved that Section 11 be amended by adding the following to said seetion: '' Whenever said company shall extend its lines to Detroit it shall furnish communication between Ann Arbor and Detroit for ten cents, for the privilege of talking over said line for a period of rive minutes." Chairman Cady presented the Ordinance entitled' "Au Ordinance Relative to Numbering of Dweiling Houses and Business Places in the City of Ann Arbor," whichwas given its first reading by title. Aid. Moore moved that the Ordinance be placed on its second reading. Adopted as follows : Yeas- Aid. Moore, Hamilton, Grossman, Koch, Dell, Sweet, Brown, Vandawarker, Rhodes, Spathelf, Soule, Danforth, Cady, Pres. Luick - 14. Nays - None. Wliereupon the Ordinance was given its second reading, by sections. Chairman Cady presented the Ordinance entitled, 'lAn Ordinance Reiative to the Closing of Saloons, Bars in Restaurants and elsewhere." Whieh "was given its third reading, by sections, and placed upon its passage. Aid. Danforth moved that the Ordinance be re-referred to the Ordinance Committee. Lost as follows: Yeas - Aid. Brown moved that Section 1 be amended by insertiugthe words, "from six o'clock a. m." after the word "open" in the iifth line. Adopted as follows: Yeas - Aid. Grossman, Koch, Sweet, Brown, Vandawarker, Rhodes, Spathelf, Soule, Danforth, Cady, Pres. Luick -11. Nays- Aid. Moore, Hamilton, Dell - 3. Aid. Moore moved that Section 1 be amended by insertingthe words, "local time," after the words "' ten o'clock," in the fifth line. Lost as follows: Yeas - Aid. To the Common Council: Your Committee on Sewers to whom was referred the petjtion asking for a sewer in District No. 6, would recommend that Friday, May 14th, 1897, from 10:30 o'clock a. m. to 4 p. m., at the office of the City Clerk, be set as the time and place for hearing all persons interested, and that such date be j tised in the official newspapers of the City. To tlie Common Council: Your Cominitteeon Streets, to whom was referred the petition asking lor the removal of the stone crusher would report that they have given the matter due consideration and are unable to see %vli ere the present Iqcation is detrimental to any of the residente of said locality, and as the proposed improyernents are in thatlocality your committee are of the opinión that no change should be made. Your Committee ou Streets would recommend that the Street Commissioner be directed to grade up the road bed on Mary st. and also Ie vel the ashes and reí use in the street along the Parker property at the foot of Thompson st. And further your Committee would recommend that a 15-in. tile drain be laid in the present gutter line on the east side of Fifth ave. from the north line of Jefl'erson to Madison st, and that two catch basins be placed at the corner of Jefferson and two at the corner of Packard. This result is 'due to the faithfulness and zeal of the pólice forcé, and the generous support of the Mayor, Council and encouragementoí our best citizens. In my last report I recommended to your Honorable Body to secure an amendment to the city charter, placing the pólice department under the charge of a Board of Pólice Commissioners and thus be removed from political influences. I am still strongly of the opinión that this commission should be appointed and thereby obtain still better service. Under the present cnarter the liead of this department has nothing to work for exoept the knowledge of having done his duty, and draw hissalary, no encouragement for the future, and to be a good, efficiënt, capable, and faithful offlcer cuts no figure, for when the administration changes, the man that gets the political pull gets the position regardless of -bis fitness orqualifications. I also recommend to your Honorable Body to build a city lockup, at the earliest possi ble day, so that the city and county can each take care of their own prisoners separately, and without being tainpered with by the others. The City officers have experienced much annoyano.e in that respect. With a lockup the work and service will be 1 more satisfactory, and pay for itself in i savings to the taxpayer in a very short ; time, and help make better feelings between city and county officers. The marshal can throw fifteen hundred to two thousand dollars per year into the sheritï's pocket, by filling the jail up vvith tramps and long sentence prisoners, and the taxpayer must pay for it. Jvíy policy has been, when it was absolutely neeessary to give tramps lqdfflags, instead of lockingthemupin iail, taking them before court, an expense of $3.20 to $5.00 and often more. we have taken them to Billy Addis' House for the night at an expense of 15 cents, and ordered them out, of the city, thereby sa ving the taxpayers $2,000.00 per year. It is no punishnient to send prisoners to the county jail, as you oan go down there almost any day and see prisoners alone on the outside, or walking the streets and into saloons and even out at work for other people for pay and the taxpayers are paying the sheriff for tliese prisoners' board when they are supposed to be confined in jail, serving sentence.
