Washington, May, 11.- Vice President Hobart will not overstep the senate rules to hasten the passage of the tarifï bilí. There was a rumor that he would do so. When the rumor was reported to tiim Tuesday he said: "The tariff bilí will be passed by the senate in orderly procedure. There will ie no attempt, so far as I am concerned, to break down the customs and precedents of the senate. I am frank to say that I do not believe that the tariff bill will be passed as soon as I would lilre it to be, but this will have no influence on rny action.
