Washington, May 18. - Representativo Cot'hran of Missouri introduced a resolutlon for submittlng to the legislature of the S'.íítes an amendment to the eonstitution, which is as follows: "An income tax ghall not be construeö as a direct tax within the meaning oL seoticn 2 and section 9 or article 1 of the constitution, but the congress sliall have power to lay and collect a tax on ineomes derived from any souree whatever without regard to apportionment or enurneration."
