It now looks as though theuniversity will have an eleotric lighting plant of its owa as the bill appropriating the sum of $20,000 passed the house of representatives yesterday by a vote of 50 to 34. Redresentative Sawyer called up the bill appropriating $20,000 for the use of theregeuts of the university of Michigan. He made a strong and earnest p)ea for the rneasure. The law department aloae paye from $2,000 to $10,000 a year into the state treasury. The foreign students more than pay the ex penses of the departrnent. There was a Rail of the house ordered when the bill was put on its passage. Representativo Brioker, the free silver raember frora Belding, opposed the bill. He said that under the one-sixth of a mili tax there was $188,000' raised for the university. In addition to this the iustitution bas the nse of the interest on that snm, and the tuitions paid by the students. He moved to strike out all after the enaoting clause. ' CJnoJe" Ben Colvin hoped this wonld not be done. He wanted to see tbe grand institution properly supported. Representativo Kimmis. of Oakland, opposed the bill, because, he said, it was a violation of a contract. When, in 1893, the legislature granted the university a tax of oue-sixth of a mili, it was witb rhe express nnderstaading that toere should be no f-irther appeals for speciflc or special appropriations. Representativo Fuller, as a member of tbe legislature of 1893, denied that there %vas any uuderstandiug that the uuiversity was not to receive appropriations for new buildings. The appropriation of $20,000 is wanted for an eleotrio light plant. He boped it would be allowed. Representativo Scnlly npposed the bill, and Stonemau and Lnsk urged it# passage. The debate was continned until after 12 o'ciock. The bill was then passed 59 to 34 all the silver members voting agaiust it except Donovan.
