Washington, May 25.- The congratulations of the president on the occasion of the anniversary of Queen Victoria's birthday have been acknowledged in the following cablegram received at the "White House esday from Ambassador Hay: "I have just received the following telegram from the queen at mlmoral: 'May I beg you to convey tu the president my sincere thanks for his kind rongratulations transmitted through j'oij.'
