Lansing, Mich., July 13. - Meehanieal Engineer Moore, toy dlrection of Railrcad Commlssioner Yv'esselius, ha? made au exhaustive investigation of the accident on the ínter Urban railway at Bay City la"st week, which resulted in the loss of sevên lives. In his; report made to the eommissioner, he says that it is patent that the company had in forcé no rules requiring that cars be brought to a standstill on approaching the draw bridge, and that it was a eommon custom to proceed without stopping unless upon a clear signal frcm the bridge tender. He expresses the opinión that the accidont must haveoccurred through gross negligence or a lapse of human faculties on the part of the moterman and conductor, for the reason that there was a clear view of the bridge and draw for more than half a mile. The construction of a derailing and signaling: system wa ordered andagreed to by the company, the only reliable and sure safeguard against such accident? being derailers constructed and interlocked in such a manner as to compel the cara to be stopped before the danger point is approached. The report calis attention to the fact that there are three draw bridges in Saginaw and one in Bay City where similar provisions against accidents should be made.
