Colutnbus, O., July 20. - J. R. Sovereign. president of the Knights of Labor, arrived Tuesday from Pocahontas, Va., where he spoke ten minutes to miners, whfn the mayor, by proclamation, stopped "411 public meetings or assemblages of more than three persons in any public place within the corporate limits," alleging that such meetings were inimical to the public peace. President Ratchford copied the proclamation for future use. Mr. Sovercign reportad to President Eatchford that 100 business men of Pocahontas apolcgized to him fer the act of the mayor ar.d that Colcmel J. S. Browning of the Browning compar.y, coming away on the train wlth Mr. Scvereign, a!so apclegized to him for the act of the maycr.
