Referendum To Decide

Columbus, O., July 20.- The natio'nal executive board of the United Mine Workers, in session here, decided to refer the matters suggested by the strike to the miners themselves. When a proposition meets the board's approval they will refer it to the miners, who will be asked to vote on the referendum plan. All matters in dispute will be referred to the miners, and in case of disagreement, a convention will be called. It is the first time that the referendum system has been called into play.
