Merrill, the "Massachusetts jnsurance oommissioner presented a petition in the supreme court Tuesday afternoon for the appointment of a receiver for the Massachusetts Benefit Life assoeiation on the ground that the further continuance of the association in business would not be for the best interest of the policy holderg. _
