Ex-minister Taylor In London

London, Sept. 21.- Hannis Taylor, the fermer United States minister to Spain, arrived here Monday evening and called at the United States embassy. In an interview Mr. Taylor said: "The grave negotiations pending between the United States and Spain as to the war in Cuba are now entirely in the hands of General Woodford, who has had fruitful experience, both in peace and war, and will be equal to the occasion whatever it may be."
