Amnesty For Competitor Crew

Washington, Nov. 9. - Spain will remove one of the most serioua dangers of friction with the United States by granting amnesty to the Competitor's prisoners. The announcement will be made in an amnesty proclamation short - ly to be issued by the Spanish government. An intimation of Spain's action bas been given to the administration. This action would indícate that the Saeasta miniirtry intends to start its work cf attempting the pacification of Cuba by completely reversing the policy of General Weyler. It is supposed here that the Spanish government proposes to direct the discharge of these prisoners upon condition that they will leava the island of Cuba at once, never to return.
