Acknowledges United States' Rights

London, Nov. 9.- It is published here with show of authority that Spain has flefiantly acknowledged the right óf the United Sta.tes to 'nto.rfere in Cuba. This is regarded as a remarkable concession and a substantial gain for the Monroe doctrine. The St. James Gazette, a Conservative organ, regards it as a great diplomatic victory for Minister Woodford and President McKinley.
