New York, Feb. 15.- With hair turnecl snow white by intense mental suffering and the cruelty of solitary conflnement, William R. Foster, absconding secretaryand attorney of the gratuity fund of the produce exchange, arrived on the French liner La Normandie after an absence of almost ten years. The f u g i t i v e looked haggaró and stated that he had sufferea untold agoniep during his finement in the depot de la prefecture, Paris, from Oct. 23 until Feb. 4. Foster, it is alleged, fled from this country with $193,000 belonging to the gratuity fund of the produce exchange, of which he was the special attorney. With him went Leola Bellotte, the daughter of Mme. C. Bellotte, a boarding house keeper of Asbury Park, N. J. The attorney had induced the young woman to live with him when she was 19 years oíd and she was one of the members of his household at Bayport, L. I., and was introduced to his friends as his niece. Foster gave her the Bayport house and other magnificent presents. When the smash carne and he was compelled to fly the country she willingly accepted his exile as her own. They were married in Europe and they have a child 4 years old.
