Washington, Feb. 22.- Representative Henenway, chairman of the sub-committee on coast fortifications of the house, has been quoted as criticising the harbor defenses of New York city. Recently he visited the harbor and made a personal inspection. He could not discuss these official matters pubHely, tut said he had been surprised at the perfection of these defenses and ridiculed the idea of the Vizcaya bombarding New York city. He said the city of New York was well protected. Mr. Hemenway gained an insight into the possibility of modern coast and harbor defenses from h's vislt to New York which leads him to believe that it Is highly probable Havana harbor is well fortifled with submarine mines and torpedoes. If Spain has not availed herself of these defenses in her present condition of warfare she has been extremely negligent, thinks Mr. Hemenvaj'.
