New York, March 22. - A special dispatch from Havana alleges that Captain General Blanco and General Manterola have notified the Madrid government that they will resign their offices if the Spanish torpedo fleet is to be detained at the CaƱarle in obedience to the demand of President MoKinley. Captain Eulate of the cruiser Vizcaya is also alleged to have sent a message to the Spanish admh'alty similar in tenor to those of the captain general and Admiral Manterola.
