War has come. Altbougb war bas not been offloially declared, the United States and Spain are actually at war with each otlier. As will be seen in other columns, congress passed terso and clear resolutions Monday nigbt. On VVednesday the president signed the resolntione and íorwarded an ulcimatum to Spain that they relinqnish the government of Cuba and withdraw their land and naval foroes from Cnba and Gabán waters, and giving Spain nntil Saturday to answer. Tbis ultimatum was sent to Minister Woodford at Madrid to immediately preseut to tbe Spanish government. Several bours later a oopy was furnished tbe Spanish minister in Washington who immediately asked for his passports. He oabled the fact to tbe Spanisb government, wbo immediately sent Woodford his passports thns breaking off all diplomado relations. Woodford had been too Blow and had not yet presented the ultimatum and the prompt aotion of the Spanish government prevented his doing so. The Spanish government bave given ont that they consider the ultimatnm a declaration of war and will make do reply to it.
