[OFFICIAL] COUNCIL CIIAMBEK, f Ann Arbor, April 21st, 189S. f Adjourned Session. Called to order by Pres. Luick. Roll called. Quorum present. Absent, Aid. Sweet, Vandawarker, Brown, Coon. I'ETITIONS AND COMMUNICATIONS. A petition siened by Ann Arbor Savings Bauk and 38 others asking for brick on Main st. was read and ordered flled. A petition signed by Adelia C. Cheever and 11 others" asking ior asphalt on Main st. was read and ordered iiled. Aid. Hamilton moved that'tbe recommendation of the Board of Public Works relative to the pavement of Main st. between Catherine and Liberty sts. be concurred in by the Council and that the Board be ordered to enter into a contract with Wm. J. Clancy for paving said street with brick and also tor laying the storm sewers arranged for in the proposal. Adopted as follows: Yeas- Aid. Hamilton, Richards, Koch, Dieterle, Exinger, Spathelf, Weeks, Howell, Cady, Stevens, Pres. Luick- 11. Nays - None. Aid. Sweet and Brown entered. To the Honorable Common Council. Gentlemen - The Board of Public Works to whom was referred the petition of Christian Mack and others for the paving of Main st. from the south line of Liberty st. to the south line of William st. respectfully report that the petitioners are the owners of the greater number of feet of real estáte fronting on the street proposed to be improved. The Board therefore recommends that the prayer of the petitioners be granted and that' Main st be paved within the limits stated with either brick or asphalt on concrete foundation. F. Key, City Engineer. To the Honorable the Common Counci of the City of Ann Arbor: The undersigned property owners on S. Main st., between Liberty and William sts., respectfully petition your honorable body not to force pavement at present for three reasons. lst. Almost all the property of the petitioners is used for resideñce purposes. 2d. This part of Main st. is at present neither desirable for residence or business purposes and has been in this condition for 20 yeara; in all this time tour stores have been built and three of them stand idle. A healthy firm and syndicate have bought land anc tried to build stores and failed for want of such demands. 3d. The cost of paving would become a positive hardship, burden and oppression to the majority of your petitioners who represent nearly one-hal1 of the entire frontage and used for residence property. Dr. John Kapp, Mr. and Mrs. C Cook, Persis Willard, Laura Willard Caroline Binder, Sophia Bross, Christena Bross, F. Weitbrecht, John Lin denschmitt, Mrs. J. B. Richmond, Andrew Muehlig, E. M. Georg, Frec Bross. By Aid. Hamilton: Kesolved, that Main st. be and the same is hereby ordered to be gradee and paved trom the south line of Liberty st. to the south line of William st. and that said street within said iimits be paved with vitrifled brick or asphall on concrete foundation with curb, according to the specifications adopted by the Common Council and the estimatesofthe City Engineer; and it is hereby declared that this action is had under that clause of the City Charter, authorizing the Common Council to annually enter into contracts for the grading, paving, etc, of streets and alleysonthe petition of the owners of the larger portion of real estáte dlrectly abutting upon the portions of the street or alley proposed to be improved and which may be subject to assessmeut for such pavement. Resolved, that for the purpose of assessment for defraying and paying the cost of grading, paving and curbing Main st. from the south line of Liberty st. to the south liDe of William st., the lots and pareéis of real estáte situated on said Main st., embraced within saiü Iimits and fronting on the portion of said street ordered to be improved by said grading, paving and curbing, shafl be, and the same are hereby constituted and declared to be one local assessment district, to be assessed for the cost of said improvement according to the paving ordinance of the City of Ann Arbor. Resolved, that the City Engineer be, and is hereby ordered and directed to ascertain and report to both the City Assessor and the Board of Public Works, according to the form and ordinances in such case made and provided, the quantities of work and materials required for grading and paving said street within said Iimits as folio vvs: 1. The quantity of all grading, paying, curbing and otber work on said street withfn said limits, excepting the said portions of said street constituting the intersections oí cross streets. 2. The quantity of all grading, paving and other work of each porfcion of said street included and embraced within the limits of intersection of cross streets with said Main st. 3. The quantity of all crosswalks at each intersection of said street with the cross streets. Kesolved, that as soon as the said Board of Public Works sliall receive the report of the City Engineer ing the cjuantity of the grading, paving, curbing, crosswalk material, and other work required as above provided on said street, said Board shall, aud is hereby ordered and directed to advertise for flve times for proposals for grading. paving, curbing, crosswalks and materials, and improving said street in accordance with the resolutions and proceedings above provided, and the provisions of the charter and ordinances of the City of AnnArbor. Resolutions forsidewalk grades were presented and referred to the Sidewalk Committee. Aid. Oady moved that the Chairman of the Sidewalk Committee be directed to see that all cement sidewalks built in the city conform to the ordinance adopted. On motion the Coiincil adiourned. City Clerk.
