Washington, May 3.-Secretay Long Has announced that as soon as the department receives any official report trom Commodore Dewey confirming the preBS accounts oí hls victory In the battle of Manila a cablegram would be StíI1t to the officer congratulating him iir.on the splendid performance oí the American üeet under hl, directicn. jr -iver, f-aid the secretary, as soon as thfc necessary conflrmation is at hand Commodore Dewey will be made an admira] in recognition of his valor. This will be acoomplished immediately by an exeeutive order designating him acting admiral, just as was done in the case of Captain Sampson. Representative Grout of Vermont introduced the following resolution in the house: "Resolved, Whereas, the intrepidity and skill displayed by Commodore George Dewey in his daring attack upon the Spanisli neet in Manila harbcr and its total destruction, covered as it was by the protecting guns of surrounding forts, marks him as the possessor of high qualities as a naval eommander, therefore "Resolved, That he ought to be promoted to the rank of admiral and the president is hereby authorized to nomínate him for that rank to the senate, which body is hereby authorized to conflrm him, the general laws regulating promotion in the navy to the contrary notwithstanding."
