Key West, Fia., May 30.- Greatest vigilance is being exercised to guard against the possibility of the Spanish fleet getting into Havana. Admiral Sampson is operating just as though there were no likelihood of the SranIsh fleet being bottled up at Santiago de Cuba. Until he knows to a ceriainty that the Spanish fleet is there nava men say he is bound to proceed on the assumption that it is free on the sea He can take no chances, they say. The stake is too great. On that may de pend the continuance of the blockade of Havana. It is believed that. the principal mis slon of the Spanish fleet was to ge through the blockade and gain Havana harbor. The flrst effect of this would be to raise the blockade. aa a blockade must be effectíve to be binding. Then, gain, if the fleet gets through the panish ships would have the twofold ■Ivantage of being able to prevent the oombardment of Havana or else comel Sampson to give them battle beeath the guns of Morro and Santa Clara. This is why Sampson has pickts thrown out and a line of battle ormed.
