Washington, May 28.- The next firing from American warships wlll probably take place when the guns of Admiral Sampson's fleet boom against the San Juan fortifications. It cannot be definitely known, but it is generally believed that in answer to Schley's report he was told to "Hold the enemy's fleet. but not to destroy it." It is said at the department that the flying squadron is now strong enough for that purpose. It is believed that orders were sent to Sampson telling him of the intention to take San Juan, and it is likely that he is even now on his way to Porto Rico. If so he may not be heard from until the San Juan cable tells of the bomba rdment. The war department is ready now to send troops.
