Gustav de Cárdenas, a prominent Cuban of New York, has received thls letter f rom Havana: "The Spanish are celebrating the victory of the capture of four American ports. Mobile, Boston, Charleston and Pensacola. Blanco has glven a very large banquet to the army and navy. The city Is gayly decorated, and thousands of the people are In procession. The city is wild 1 wlth enthuslasm."
