Washington, June 13. - Orders have been sent to General Coppinger at Tampa directing him to push preparations for the Porto Rico expedition. So much delay has been occasioned in getting off to Santiago that the department has decided that both expeditions may go close together. General Coppinger is directed to report to the department the earliest time in which he can prepare his troops for the long voyage to San Juan. General Lee will be second in command of the army of invasión.
