Vienna, June 14. - The Neue Frele Presse says Spain has requested the powers to urge the United States to occupy Manila with American troops should the town surrender and not allow the city to faU into the hands oí the insurgents. Washington, June 14. - By Thursday at the latest the second expedition for Manila will have embarked at San Francisco, say the army offlcers. General Otis will command and General Merritt will remain behind to go with the last expedition. Efforts are being made to recruit the regiments of regulars and volunteers up to the maximum standard before their departure. It is now thought that the entire expedition army force will aggregate 20,000 men of all arms of the service. (iiins for Coast Defenses. As in the case with the Cuban expeition, the artillery will form an important part of the force to be sent. In addition to siege guns, a number of heavy guns for coast defense, to be mounted in the harbor of Manila, will be taken, a large number of artillerymen from the Atlantic and Pacific coast beingsent to man the batteries. In response to the' earnest demand? of General Merritt much larger quantities of supplies than were flrst decided upon will be sent to the Philippines. If Hawaii is annexed or seized by order of the president it ■will be made a supply station whero large steamers will be located. Should this be done it is understcod that heavy guns for the protection of the military station will be at once mounted in Honolulú harbor and a garrison located at that point.
