London, July 5. - All the papers comment en the sudden and dramatic transformation resulting from Admiral Cervera's mysterious and suicidal maneuvers, whin various theories are advanced to explain. All eulogize thebravery displayed on both sides and strongly counsel Spain to accept the inevitable and sue for peace, which would entall no dishonor. The Daily Graphic says: "If Senor Sagasta elects to risk further disasters for fear of the frothy jingoes in Madrid he will incur a terrible responsibility. The Spanlsh flag has been borne with undying glory in the face of tremendous odds and the punctilios of honor have Deen generously satisfled." The Daily News tenders similar advice. It says: "The Spaniards can fight and die. So can the Americans. Ambassador Hay, in his glowing and eloquent speech, glorifled in this thought; but to their equal courage Americans add in this unequal combat with Spain not only vastly superior material resources but a devlsing mind and a skilied organizatlon without which bravery is nothing but a means of providing stuff for the shambles." The Daily Telegraph comments upon the way in which the American commanders at Santiago, and probably at Manila aiso, have fulfilled their predictions for the Fourth of July. It says: "The Americans rushed San Juan in a manner displaying the immense virilIty of American manhood. Unfltness upon the part of the American officers to conduct military operations and unflinching personal bravery upon the part or botn offlcers and men were, in the educated judgment of our special correspondent the characteristics of the desperate flght of Friday and Saturday. "The prospects of European interventlon on behalf of Spain have vanished, and the significant fraternization of Knglishmen and Americans on Independence day in the United States and London may well give cause to those continental statesmen who are credited ■with a design to díctate to America the terms of peace."
