Washington, July 12.- A cablegram was received from General Shafter Monday morning between 3 and 4 o'clock. It arinounced that a joint bombardment would probably begin at dayllght. It appears that the affalr of Sunday was only a preliminary artillery skirmish. General Corbin said that active operatlons at Santiago were to be resumed and are probably now going on. Everything was in perfect condition for the attack. It is understood that the navy wlll co-operate with the army. Washington, July 12.- On leavlng the naval war conference at 1 o'clock Secretary Long said that nothing had been received indicating that a decisive engagement was on at Santiago on the part of either the army or fleet. In answer to an inquiry the secretary said that he expected to get news of the fali of Santiago at any hour, b'ut added, however, that his expectation was based largely upon his hopes. The indications are that all truces are off and that the final struggle may even now be on. Washington, July 12.- The war department Monday made public three dispatches from General Shafter received in the early hours of the morning and about 1 o'clock in the afternoon. The following was received at 1:30 a. m.: "Playa del Este. - The navy has promised after the bombardment begins to get in close to the harbor with some of their light draft boats. If the bombardment Monday is not quickly conclusive they wlll make the attempt. As soon as Henry's reinforcements arrive we will surround the town and can knock it to pieces with our light guns. Captain Goodrich of the St. Louis assisted me very ably in disembarking troops." Twenty-three minutes later the following was received: "My plans for Monday are to keep up the bombardment of the trenches and city and complete the investment on the northwest by the troops which have just arrived at Slboney, one regiment of whlch, the First Illinois, has now reached me."
