Washington, July 12. - The offer of the Spanards at Santiago to evacúate the town and retreat across the island has been declined. The purpose of General Linares was to cross over northvvard to Holguin, sixty miles distant. Once there, k might be possible for him ts make hls way to Havana, althougrii the route would be beset with innumerable difflculties. This could not be templa! -ï-i by the president and hls war cablnet, nor would we permit General Linares to remove nis army to Spain as had been suggested in some quarters, for the moral effect would te bad. The president's ultimatum was expressed by an authoritative source aE follows: "The only solution of the situation ia the absolute and unconditional surrender of General Linares' army and thaj will take place if it requires the whole of the 225,000 men in the United States army to accomplish it." General Miles will reach the army before Santiago with the reinforcements within a day or two, and if the end is not reached there shortly afterwards, it will be for him to advise whether this vast army is to be called into play.
